Financial audit reveals worsening situation

A financial audit delivered to the Community Council on October 8, 2026, shows that the CASUD's financial health has significantly worsened during the last years of the previous administration. The audit outlines a period of slow revenue growth and rising expenses, which have strained the organization’s finances.

Revenue and expense trends

Management revenues grew by just 4 percent between 2023 and 2025, while expenses rose by 19 percent during the same period. This mismatch between income and spending has led to a sharp decline in the organization's overall financial reserves.

Gross savings decline

The audit shows that gross savings dropped by 74 percent, falling from 9.63 million euros to 2.50 million euros. This decline reflects the growing financial pressure on the CASUD as it tries to manage increasing costs and maintain essential services.

Future financial risks

The audit warns that without changes, the CASUD’s financial situation could become "difficultly sustainable." Projections suggest that by 2028, the organization’s debt could surpass 66 million euros, with debt per inhabitant rising from 181 euros to 491 euros. Savings would no longer be sufficient to cover debt repayment.

New governance faces challenges

The new leadership, which took office on April 10, 2026, must address these financial challenges to restore balance and ensure the CASUD can continue to invest and make decisions for the future. The organization’s ability to operate effectively depends on implementing necessary reforms.
