Starting from October 1st, new measures come into effect in France, some of which are adjustments related to inflation. These measures include an increase in gas prices and medical co-payments, which are expected to affect the purchasing power of the French population. Reusable menstrual products are offered twice a year to women under 26 years old and in great precariousness. The government has allocated 100 euros for the "grand rouleurs" program and the reimbursement of menstrual products for women under 26 years old and in great precariousness, though it is not certain that this amount will be sufficient to mitigate the impact on purchasing power. Gas prices will increase by 6.3 percent starting from October 1st, due to the increase in prices on the wholesale gas markets in August. The reference price for gas sales (PRVG) will increase by an average of 6.3 percent including tax. The Energy Regulation Commission estimates the increase on bills to be an average of +5.28 euros including tax in October for some consumers. Households that have subscribed to a fixed-price offer (approximately 40 percent of residential gas consumers by the end of 2025) are not affected. If the situation does not change too much by the end of the year, the commission anticipates an annual increase of 10 percent compared to 2025. Medical co-payments increase for everyone. The annual cumulative limit for medical co-payments and flat-rate contributions increases from 100 to 140 euros per insured person on October 1st, 2026. This increase affects all insured individuals, including those fully covered by Social Security under the framework of a long-term illness (ALD), such as cancer. The French not affected by this increase are beneficiaries of the Solidarity Health Insurance Supplement or the State Medical Aid (AME), pregnant women, minors (for contraception and emergency contraception without parental consent), and victims of a terrorist act (for health costs related to this event). To cope with the surge in fuel prices, the government announced the extension of the "grand rouleur" program and the fuel or transport bonus until the end of the year. The "grand rouleur" aid is set at 100 euros for the three months (October to December) and concerns those who travel at least 30 kilometers round trip per day between their home and their workplace. According to the government, it concerns 5.5 million French people under income conditions. The fuel bonus, optional, can be unlocked at the initiative of the employer, who can then benefit from social contribution exemptions in exchange. Starting from October 1st, the third-party payment will be generalized for psychotherapy sessions under the "My psychotherapy support" program. This program is aimed at people from the age of 3 years with mild to moderate mental distress. Up to 12 sessions can be offered to them, with partner psychologists of Social Security. The session costs 50 euros and is reimbursed at 60 percent by Social Security. Physiotherapists will be able to conduct prevention assessments starting from October 1st. They will join the list of health professionals (doctor, nurse, midwife, pharmacist) authorized to conduct "My prevention assessment." This appointment is intended to provide an overall review of habits and lifestyles to "improve the accessibility and implementation of organized screening, for example against breast cancer, and vaccination campaigns." The program allows for a medical appointment focused on prevention, fully covered by Social Security at certain ages: between 18 and 25 years, between 45 and 50 years, between 60 and 65 years, between 70 and 75 years. Starting from October 1st, certain menstrual cups and undergarments, reusable protections, are reimbursed by Social Security. They concern "insured individuals who menstruate under 26 years old and beneficiaries of the Solidarity Health Insurance Supplement (C2S)." The program is limited to two eligible products per year, dispensed in pharmacies, specifies the government.
