A French survey found 39% of healthcare professionals failed to inform patients about costs and compliance. Libération reported the findings from DGCCRF inspections.
Survey reveals non-compliance in healthcare pricing
A survey by the Direction générale de la concurrence, de la consommation et de la répression des fraudes (DGCCRF) found that 39% of 1,100 self-employed healthcare professionals and collective practices inspected between 2025 and 2026 did not meet their obligations to inform patients about care costs, reimbursement, and required documentation.Findings published by Libération and DGCCRF
The findings were reported by the daily newspaper Libération and published on the DGCCRF website. The inspections were part of a campaign to check the "fairness of price display and mandatory mentions" in medical offices and among dentists regarding the "delivery of standardized estimates" and compliance with the "100% health" offer.Healthcare professionals selected based on reports
The healthcare professionals were selected based on reports received on the SignalConso website or submitted by professional orders or the Health Insurance. Of the 300 doctors inspected, about 100 were to receive corrective action, and approximately ten were to face sanctions, according to the DGCCRF.Doctors failed to meet display requirements
Doctors are required to display specific information in the waiting room and at the payment location, including conventional status, fees for services, and standard phrases regarding honorarium surcharges. More than half of the doctors inspected had at least one breach in these requirements.Imaging center fined for misleading patients
One imaging center was fined 150,000 euros for misleading patients into believing they would consult conventioned doctors in sector 1, while three-quarters of the doctors practiced honorarium surcharges.Dentists also found non-compliant
Among the 525 dentists inspected, 189 were issued injunctions to bring them into compliance, and about thirty were sanctioned through penal reports or administrative fines. Over half (52%) of the dentists did not comply with the obligation to display prices in the waiting room or provide information on their convention with the Health Insurance, which affects reimbursement levels.Dentists failed to deliver required documents
A quarter of the dentists failed to deliver required estimates or traceability documents on crowns and implants, or provided non-compliant documents with inaccuracies regarding the origin of prostheses, sometimes incorrectly labeled as "Origin France." Some dentists were found to have asked relatives to post favorable reviews online.Illegal practices found in collective practices
Illegal practices were also observed in some collective practice structures, such as dental centers and radiology centers, which included charging for simple access or administrative fees. Nearly 90% of the breaches identified during the inspections were corrected.Fines exceed 130,000 euros
As of October 1, 2026, the total amount of administrative fines imposed exceeded 130,000 euros, according to the DGCCRF.
