The European Commission has added ChatGPT, Reddit, and Roblox to a list of digital platforms that must comply with the Digital Services Act (DSA), a new EU law aimed at regulating online services. These platforms are now classified as either "very large online search engines" (VLOSE) or "very large online platforms" (VLOP), which means they must follow stricter rules due to their large user base. To qualify for this designation, platforms must have at least 45 million monthly active users in the European Union. These three services now join 28 others under the DSA framework, which seeks to ensure safer and more transparent online environments.
Under the DSA, ChatGPT, Reddit, and Roblox have four months, until December, to meet the law’s requirements. These include identifying and analyzing potential risks their platforms may pose, such as the spread of illegal content, threats to fundamental rights (like freedom of expression and children’s rights), public safety, and the integrity of elections. The platforms must also consider risks related to gender-based violence, public health, and the well-being of users. Once these risks are identified, the companies are required to take steps to reduce or eliminate them, which might involve changes to how their services or recommendation systems operate.
The DSA also allows researchers who have been accredited by the European Commission to access platform data for studies focused on understanding and detecting systemic online risks. Additionally, the platforms must provide a publicly accessible inventory of their advertising systems, allowing for greater transparency about how ads are placed and targeted.
The oversight of ChatGPT and Roblox will be handled by Ireland’s Media Commission, while Reddit will be monitored by the Netherlands’ Authority for Consumers and Markets. These assignments are based on the location of the companies' European headquarters. The European Commission has been actively enforcing the DSA, with recent actions including approving X (formerly Twitter)'s compliance plan, fining AliExpress 550 million euros, and issuing a formal complaint against TikTok for not adequately protecting children's accounts.
