A growing number of individuals and organizations are calling for a slowdown in the rapid development of artificial intelligence, citing concerns that these systems are becoming too complex to fully understand or control. Dario Amodei, CEO of the AI company Anthropic, proposed a "three-step plan" in a September 12 message to address these concerns. His plan includes the creation of integrated evaluators—tools to assess AI capabilities, the establishment of common safety standards to ensure consistent safeguards across AI systems, and global coordination to foster international collaboration on AI governance. Prominent figures in the AI industry have expressed support for this approach. Sam Altman, CEO of OpenAI, Elon Musk, CEO of SpaceX, and Demis Hassabis, founder of Google DeepMind, all back the idea of slowing down AI progress to ensure safety and control. Mark Carney, former governor of the Bank of Canada and now the Canadian prime minister, has also endorsed the need for international coordination. According to Bloomberg, Carney suggested that a technological stability council, similar to the Financial Stability Board, might be a useful long-term solution to manage AI risks. In July, more than 1,300 employees from AI companies signed an open letter urging the U.S. government to support an international effort to create both the technical tools and governance frameworks needed to regulate AI development. The letter emphasized the importance of establishing clear mechanisms to guide the progress of AI technology. Meanwhile, Andrew Bailey, head of the Financial Stability Board, has raised concerns about the potential risks of a market collapse due to unregulated AI advancements. In a letter to G20-Finance on August 28, Bailey noted that many countries lack the necessary protocols to manage the launch and development of advanced AI models, highlighting a global gap in regulatory preparedness. These calls for caution and coordination reflect a broader recognition that the rapid evolution of AI technology requires careful oversight to prevent unintended consequences. As AI systems become more powerful, the need for international cooperation and clear regulatory frameworks is becoming increasingly urgent.
