China and the European Union (EU) have reportedly reached an "understanding" on rare earth exports and trade in hybrid vehicles, according to a joint statement released by China's Ministry of Commerce. The statement was shared following trade talks that were set to conclude on Friday in Beijing. European Commissioner for Trade Maros Sefcovic expressed hope for "concrete results" from the discussions, which aimed to address growing trade imbalances between the two regions. These talks followed months of rising tensions that had the potential to escalate into a full-scale trade war.
According to the joint statement, both China and the EU agreed on the importance of strengthening dialogue regarding export controls. China has shown willingness to continue facilitating the review and approval of export licenses for rare earths and permanent magnets to Europe. Rare earths are a group of chemical elements used in the production of many high-tech products, including electronics and electric vehicles. Additionally, the two sides reached an understanding on hybrid vehicle trade, in line with the rules of the World Trade Organization (WTO). The EU had previously asked China to voluntarily reduce its exports of hybrid vehicles, a request that China had initially refused.
The EU faces a substantial trade deficit with China, estimated at around one billion euros per day since 2025. European officials blame this imbalance on what they describe as unfair trade practices by China, which they argue are harming key European industries such as automotive and chemicals. To address this, Sefcovic launched a "dialogue" with Chinese officials in June in an effort to resolve the issue without resorting to more confrontational measures.
The recent developments come amid broader concerns about China's growing economic influence and its impact on global trade dynamics. While the agreement on rare earths and hybrid vehicles is a step toward resolving some of the most pressing trade issues, the long-term success of these talks will depend on continued cooperation and adherence to international trade rules.
