Kinshasa, the capital of the Democratic Republic of the Congo, is looking into digital tools to enhance transportation, administrative services, and tourism. On October 5, Jésus-Noël Sheke, the provincial minister in charge of the Plan, Budget, and Transportation, met with Kory Webster, general director of Africell RDC, to explore collaboration in digitalization, urban mobility, and tourism. The discussions centered on modernizing the city's administrative and financial systems, as well as planning and upgrading parking areas for motorcycles and taxis. Kinshasa has also launched the Kin City Guide, a tourist resource available in both physical and digital formats, and a memorial tourism initiative focusing on historical sites in the capital. Africell is being considered as a potential partner for these projects. The use of digital technology in urban management is growing in Kinshasa. In April 2026, the city signed an agreement with the Water Distribution Company (REGIDESO) to share databases and digitize the collection of certain provincial revenues. This initiative aims to help the capital better identify taxpayers and expand its tax base. Provincial authorities have also begun implementing a new traffic plan, with an experimental phase launched in September on several roads in the city to reduce congestion and improve traffic flow. The modernization of motorcycle and taxi parking discussed with Africell is part of this broader effort to reorganize urban mobility. Africell is expanding its role beyond traditional mobile services. In April 2026, the company launched Africell Business, a division targeting businesses and institutions with services such as fiber, dedicated Internet, private networks, and other connectivity solutions. The partnership with Kinshasa could open new opportunities for using Africell's digital infrastructure in urban management. However, both the city and the company will need to define the specific projects, solutions, and details of any potential collaboration.
