Younger subscribers rise in PER plans

According to the latest BPCE Group Insurance Observatory, published on October 15, 15% of new subscribers to an Individual Retirement Savings Plan (PER) are under 30 years old. This age group only represents 10% of subscriptions on classic life insurance contracts, according to BPCE.

Growth in retirement savings contributions

Contributions to "individual retirement" products have increased 13 times between 2018 and 2025, reaching one billion euros by the end of 2025. This reflects a significant shift in how people are preparing for retirement in France.

Public opinion on retirement funding models

A survey indicates that 69% of the French are in favor of capitalization retirement, which involves personal savings accumulated by each employee during their lifetime to finance their own retirement, a sort of mandatory PER. In detail, 23% are very in favor and 46% are "rather" in favor.

Diverging views on funding models

Thirteen percent did not answer the question and 9% of respondents are firmly opposed. Additionally, 26% are rather in favor of a funding model based on redistribution, with an increase in employee and employer charges, and 60% are firmly or "rather" opposed.

Preferences for savings characteristics

When asked "your savings should be primarily...", 38% of the French answered "available," 32% "protected and safe," and 17% "profitable." Despite their reluctance to take risks with their money, the French are investing more and more in assets that present a risk of capital loss.

Rising risk tolerance in investments

On the life insurance market, the collection in UC has increased from 29% to 39% between 2017 and 2025. A trend towards risk-taking is confirmed by BPCE, which announced that the share of "Offensive" and "Dynamic" investor profiles has increased from 34% to 45% between 2023 and 2025.
