Law awaiting examination

Approximately one year after its adoption by the Senate, the anti-high-cost law remains awaiting examination by the National Assembly. Naïma Moutchou, the minister for Overseas Territories, continues consultations with overseas parliamentarians.

Schedule and financing debate

The issue of the schedule is central, with an arbitration needed on how to finance a price decrease and ensure it benefits consumers. The high cost of living has returned to discussions in the Senate on October 21, 2026. Interrogated by Frédéric Buval on the situation in the overseas territories, Moutchou reaffirmed the importance of this file in her actions.

Ongoing consultations

The consultations continue this week. The official agenda of the ministry provides for, on October 22, a report on the approach costs, then a meeting on banking fees. An interview with Catherine Conconne and Victorin Lurel is also scheduled.

Legislative journey

Two meetings of the working group on the bill, as well as exchanges with Davy Rimane and Jean-Philippe Nilor, were scheduled on the agenda for October 19. These meetings attest to ongoing work. They do not constitute, on their own, an agreement on the text or a schedule for its vote. A calendar still awaited.

Interpellation on delays

This waiting is the subject of a specific interpellation by Béatrice Bellay. In a written question published on September 8, 2026, the deputy from Martinique asks the government when the text will be scheduled, which provisions will be prioritized, and what measures could be taken in the interim.

Financing at the heart of disagreement

Approach costs explain part of the debate. They cover the expenses necessary to transport and make goods available, including transportation, storage, and logistics. The original proposal envisioned a péréquation, that is, a compensation mechanism allowing to alleviate these costs on essential products.

Transparency on prices

The version adopted by the Senate provides for strengthening the administration's access to economic data. Food-dominated stores larger than 400 square meters should transmit, upon request, information on prices, quantities, and margins, including at different stages of supply.

Local companies and pricing policy

The Senate has also wanted to evolve the quality-price shield, giving more space to local products and extending the negotiation to services. It is about acting on current expenses while supporting companies present in the territories. This section will have to be assessed from the content of the agreements obtained and the actual services covered.

Two distinct texts

Another text is circulating in Parliament. The bill introduced by Philippe Naillet and several overseas deputies, aiming for emergency measures against the high cost of living, was adopted by the National Assembly on December 11, 2025, then transmitted to the Senate. This path is distinct from that of the government project defended by Naïma Moutchou.

Moving from meetings to results

For Martinique, the next advancement must be identifiable. An inclusion in the agenda will allow knowing the conditions of the debate. Specific proposals on approach costs will make possible a discussion on their financing. The finally adopted text will, in turn, distinguish the real obligations created from the stated intentions.
