French Minister Aurore Bergé has stated that the government will provide a detailed "impact study" along with a budgetary evaluation for the so-called "comprehensive" law against sexual and gender-based violence after the text is passed by the National Assembly on October 13. The government plans to submit an amendment regarding the resources needed to implement the law at the end of the legislative process. The proposal for the law, titled "providing a comprehensive response to the phenomenon of sexual and gender-based violence against women and children," was introduced by deputies on October 1, at the start of its examination in the National Assembly. Céline Thiébault-Martinez, the general rapporteur and a member of the Socialist party, emphasized the need for a comprehensive budget to match the law's scope. During debates, Minister Bergé addressed questions about the resources that would be allocated to implement the law. Bergé stated that the government would evaluate the budgetary consequences of each provision of the proposed law at every stage of the legislative process. She expressed the hope that the National Assembly would unanimously approve the text on October 13 and that the law would then proceed to the Senate. She described this process as an "unprecedented exercise in transparency" to determine the exact human and financial resources needed for implementation. After the text is examined in both chambers of Parliament and following a mixed committee (CMP) that serves as a conciliation body between deputies and senators, the government will submit an amendment that outlines the budgetary programming required to implement the law. Bergé reiterated these points on Friday, October 2, but did not provide specific figures. She stated that a detailed budgetary evaluation would be delivered after the National Assembly votes on the law article by article on October 13. To date, the government has not provided specific financial figures, instead referring to estimates made by Sébastien Lecornu in an article published in Le Monde. The Prime Minister mentioned that current expenditures on combating sexual violence amount to 1.5 billion euros and 2.6 billion euros specifically for child protection. The financial needs for implementing the comprehensive law alone have been "minimally" estimated at 3 billion euros per year, from 2027 to 2032, by the law's initiators. This amount is mentioned in Article 68 of the proposed law, but will only become effective if confirmed within the framework of the finance laws.
