The Alabri program was created by Menelik, a public organization responsible for managing rivers in the Berre Lake basin. Céline Vairon, Menelik's director, explained that building dikes everywhere would be too expensive and impractical. Instead, she emphasized that managing flood risk requires collaboration between public authorities and individuals. The program is now expanding to 57 communes in the region, where around 17,500 households are located in flood-prone areas. The aim is to encourage homeowners to prepare for rising water levels rather than waiting for the next flood to take action.
