On Tuesday, September 29, agricultural protesters linked to the Coordination rurale staged a protest in front of the Vienne departmental headquarters by dumping tires, tarps, and mixtures of urine and excrement. The action was signed by the Coordination rurale and led the prefect of Vienne, Charles Guisti, to file a complaint against the group. Earlier in September, about sixty farmers had gathered in Poitiers to protest the announcement by Minister of Agriculture Annie Genevard of a climate, adaptation, drought, and fires plan (Casi). The protesters called the plan "a complete farce," criticizing what they saw as excessive bureaucracy. As a symbolic gesture, the farmers shredded paper in front of the prefecture, representing their belief that the government was "drowning the agricultural world in paperwork." They then moved to the Departmental Directorate of Territories (DDT) to dump several tons of tires, tarps, and manure. The Vienne prefecture responded by filing a complaint for damage, seeking compensation for the costs incurred. In a statement, the prefect condemned the actions, emphasizing that state services are working hard to support the agricultural sector in dealing with the effects of drought and extreme heat. The statement warned that such protests would not help the agricultural cause and were seen as disrespectful to the technical services of Poitiers, which clean public roads at the community's expense. During an appearance on ICI Poitou on Thursday, October 1, the prefect reported damage to the DDT premises, including a broken gate, damaged panels, and a tagged Marianne emblem, which is a national symbol of France. François Turpeau, president of the Coordination rurale in Vienne, expressed surprise at the complaint, stating that the demonstration had been properly declared and that the action was meant to be symbolic. He emphasized that his goal was for farmers to be able to live off their profession, not through the act of dumping bins. Turpeau is set to meet with the prefect of Vienne in the hope of finding common ground and possibly reconsidering the complaint.
