A potential increase in the mobility payment, a contribution paid by companies to fund public transport, could rise by 0.6 percentage points within the 2027 budget, according to France Urbaine, the association of French metropolitan areas. This measure could be introduced into the draft budget bill (PLF) for 2027. The Medef of Haute-Garonne, a business organization representing employers in the region, opposes this increase, estimating that it could add more than 100 million euros annually to the costs for companies. The organization states that the rate could rise from 2.15% to 2.75%, which would be more than 100 million euros additional per year for employers. For a small and medium-sized enterprise with 50 employees, Medef estimates that this change would represent more than 10,000 euros additional per year. The business organization therefore refuses any increase in the metropolitan mobility payment. Thomas Fantini, president of the Medef Haute-Garonne, explains that the mobility payment is directly based on wages: increasing it would raise the cost of labor. Moreover, companies cannot pay twice—once in Paris, once in Toulouse. Olivier Corcoles, spokesperson for the Medef Haute-Garonne, says this budget will affect all their companies, from small businesses to large groups. He believes that companies cannot bear successive new contributions from the state and local authorities. The Medef 31 calls on parliamentarians to exclude measures that would increase the cost of labor and to preserve the investment capacity of companies. The business community acknowledges the need for funding for transport and their importance for the attractiveness of the metropolitan area. It requests that other solutions be considered before increasing employer contributions.
