Praxis, an American initiative aiming to create a self-governing micro-state for a future where artificial general intelligence (AGI) plays a significant role, has begun construction on a "new city" in Uruguay, near the Río de la Plata, a few tens of kilometers from Buenos Aires. The project, originally launched in 2019 as "Bluebook Cities" by Dryden Brown and Charlie Callinan, is now led by Brown, a 30-year-old entrepreneur who previously competed as a professional surfer before studying at New York University. After leaving the initial program after one year, Brown became interested in the idea of a "floating village" or "seasteading" with Callinan, whom he had previously worked with in an investment consulting firm.
Praxis has gained support from prominent figures such as Peter Thiel and Marc Andreessen. It is considered one of the most advanced examples of a "Network State" project, a concept linked to the Seasteading Institute, which was founded in 2008 by Wayne Gramlich and Patri Friedman. This movement has seen a revival since the 2010s, particularly under the influence of entrepreneur Balaji Srinivasan, who outlined his "network state" idea in a book titled The Network State: How To Start a New Country.
Praxis is part of a growing trend of libertarian-inspired micro-state projects, including Próspera, a private city on an island in Honduras. The project claims to have 150,000 members, with 2,700 individuals expressing interest in relocating to Uruguay. Rather than starting from scratch, Praxis is connected to an existing real estate project, +Colonia, an urban development initiative led by Eduardo Bastitta, an entrepreneur who serves as an advisor to Uruguay's President Javier Milei.
Brown has stated his intention to settle in Uruguay by the end of 2026, with Praxis planning to begin purchasing land in 2027. However, the agreement with Bastitta's company is not legally binding. Brown has made several high-profile announcements in recent years and met this week with Uruguayan President Yamandú Orsi in New York, on the sidelines of the United Nations General Assembly, to discuss the project's progress.
