Amendments delay budget vote

More than 2,800 amendments remain to be examined in the "revenues" section of the state budget after the Assembly's session ended on Friday, October 16. This has pushed back the originally planned vote on Tuesday, October 20.

Debates will resume later

Deputies will continue their discussions on the financial bill after examining the Social Security budget, which is scheduled to begin on Tuesday. This follows the same process as last year, where the Social Security financing bill is reviewed first.

Amendments delay final text

Out of 3,396 amendments submitted, 2,828 are still pending. This means the final text of the "revenues" section cannot be completed by the originally planned time for the vote. However, the National Assembly must begin discussions on the Social Security budget by October 27 due to constitutional deadlines.

Constitutional deadlines apply

Under Article 47-1 of the Constitution, the Assembly has 20 days to review the Social Security financing bill in the first reading. This deadline ends on October 27 this year. After this, debates on the state budget will resume, but the Assembly also has 40 days to review the entire financial bill, which ends on November 17.

Time constraints affect budget process

The more time is spent on debating the "revenues" section, the less time remains for the "expenditures" section. If the "revenues" section is rejected, the Assembly cannot proceed to examine expenditures. In such a case, the bill will be sent to the Senate for further review.

Senate involvement is likely

If the Assembly fails to finalize the bill within the 40-day deadline or if the "revenues" section is rejected, the text will be sent to the Senate. A mixed commission of deputies and senators will then try to reach a compromise, which will need approval from both chambers.

Government faces uncertainty

Without a majority in the National Assembly, the government may not secure a proper vote on the financial bill. However, the situation is still uncertain, as the government could use Article 49.3 or face a motion of censure that could affect the current government led by Sébastien Lecornu.

Deadlines could force government action

The Assembly has 50 days to review the Social Security budget and 70 days for the full financial bill. If these deadlines pass without a vote, the government could implement the budget through decrees instead of parliamentary approval.
