The Republic of Benin has received a major financial boost with a 500 million euro loan (about 328 billion CFA francs) to fund key projects in areas such as education, health, clean water access, infrastructure, renewable energy, agriculture, and job creation for young people and women. This agreement, signed on September 18, 2026, comes after the 17th replenishment of the African Development Fund (FAD-17), which in December 2025 marked the largest funding increase in the fund's history. It builds on a previous 2023 financing supported by the same fund, which is the concessional lending arm of the African Development Bank Group.
The loan, which will be repaid over 12 years, uses a new method to reduce risk and attract investment. This includes a partial credit guarantee from the African Development Fund, which helps ensure the loan is repaid. Additionally, it includes a second-loss insurance policy provided by the insurance arm of the Islamic Development Bank Group. These mechanisms are designed to make the financing more attractive to lenders and reduce the financial burden on Benin.
The initiative aligns with the African Development Bank Group's new strategic goals, particularly its focus on mobilizing large amounts of capital from financial markets. Robert Masumbuko, head of the bank’s country office in Benin, noted that this transaction reflects the bank's commitment to supporting its clients through innovative financial tools. He emphasized the importance of leveraging capital markets to drive development across Africa.
Ahmed Attout, director of the Financial Sector Development Department at the African Development Bank Group, highlighted how combining guarantees and risk-sharing mechanisms can help countries like Benin access long-term funding at favorable terms. This approach is seen as a way to strengthen economic development by encouraging private sector participation in public projects.
