Mozilla has noted that, one hundred days after releasing its Over The Edge 2.0 report, Microsoft has not altered its approach to Edge, its web browser. The report detailed how Microsoft promotes Edge on Windows devices, even through features like Copilot and Windows Backup. In response, Mozilla is now seeking help from regulatory bodies, hoping they will address the concerns raised. The foundation had previously shared the report with Microsoft and discussed the issues with the company, hoping for a positive response. Mozilla claims that Microsoft only respects user choice when legally required to do so.
The Digital Markets Act (DMA) has already changed how Windows functions in the European Economic Area (EEA), but similar changes have not been implemented in other regions, such as the United States, India, and the United Kingdom. In July, a study co-authored by Harry Brignull and Cennydd Bowless outlined several "deceptive design" techniques used in Windows 10 and 11 to encourage the use of Edge over other browsers. Mozilla points out that a more user-friendly version of Windows exists in the EEA, where the DMA forced Microsoft to make changes. However, in most other countries, three of these practices remain in place.
One such practice involves a message during the setup of Windows 10 that says, "You're almost done setting up your PC," which can mislead users into switching from their default browser. Additionally, Windows search and widgets open links in Edge, regardless of the user's preferred browser. Edge is also set as the default program for opening common file types like PDFs and SVG images. This "file association" means that as long as Edge is designated to handle these files, they will open in Microsoft's browser, even if the user has selected another one.
Mozilla also notes that in the EEA, Edge remains pinned to the taskbar by default, which seems to conflict with Microsoft's own 2023 guidelines on pinning. Copilot, a feature that integrates with Microsoft's AI tools, opens web links in a side panel instead of the user's chosen browser in all tested regions. Windows Backup, a tool that helps users migrate to Windows 11, resets Edge as the default browser during the restoration process without warning and fails to correctly retrieve the user's preferred browser. Mozilla emphasizes that many of the 2024 practices are still in place and that the upcoming 2026 practices are even more intrusive, with new entry points for Edge. The foundation is now urging regulators and political officials in the United States, the United Kingdom, India, and Brazil to take notice. Microsoft Edge, now a gateway to AI services and privacy features, is used on over a billion devices worldwide.
