Abolition of public domain fees for merchants

The City of Nantes has decided to abolish the fees merchants pay for using public domain in the city center for the fourth quarter of 2026. This decision is part of a larger support plan introduced after incidents on October 17 that affected local businesses.

Support for businesses affected by damage

A decree issued on October 27 outlines the conditions for businesses that had to stop operating due to damage. The measure applies to all businesses in Nantes' 1st district, including those near affected areas, where disruptions like shop closures or restoration work could impact their operations.

Contact point for affected merchants

Merchants who have suffered damage, closure, or financial difficulties can reach out to a joint service operated by the City and the Nantes Saint-Nazaire Chamber of Commerce and Industry. This service, which is now active, helps direct them to the right contacts and supports them through the necessary procedures.

Damaged areas and citizen support

The incidents on October 17 mainly affected areas like the Place du Commerce, the Graslin district, and the Chaussée de la Madeleine. The City has also set up a citizen support register to connect affected professionals with individuals offering help in logistics, law, or mental health. More than 100 proposals have been received since October 23.

Partial activity and financial support

Businesses that have reduced or stopped their operations due to damage can apply for partial activity. The State covers the full cost of this measure for businesses with fewer than 250 employees. Employees receive 60% of their gross salary, and employers have 30 days to request approval online. This right does not apply if the closure was not due to damage or external constraints.

Emergency loans and aid for affected businesses

Bpifrance introduced a Solidarity Commerce Loan of 5,000 to 50,000 euros at zero interest, repayable over 36 months with a 12-month deferral. This loan is for commercial businesses more than one year old that meet certain financial criteria. Additional emergency aid up to 1,500 euros is available for some artisans, and a specific fund for businesses with fewer than 50 employees and major damage is being developed. The City-CCI counter in Nantes is the local contact for exploring these options.
