Corsica's road management faces delays and poor conditions, with 51% of roads in bad shape and 15% of bridges needing urgent work, according to a new audit.
CRC identifies road network issues
The Regional Audit Chamber of Corsica (CRC) recently published a report assessing the road investments and policies of the Corsican Collectivity from 2021 to 2026. The report highlights significant concerns regarding the management and condition of the region's road infrastructure.Poor road conditions and delayed inspections
The CRC found that 51% of the road network is in poor or very poor condition, and 15% of bridges require urgent repairs. These issues were identified only after a delayed inspection campaign began, raising concerns about the state of the infrastructure.Lack of clear planning and regulation
The report noted that a prioritization of the road network was only established in 2025, and there is currently no comprehensive road regulation in place for the entire territory. This lack of regulation creates legal uncertainty and complicates infrastructure management.Inadequate maintenance and planning
Although the investment balance since 2018 showed a satisfactory level of achievement, the CRC found that the actual performance was lower, with a significantly smaller rate of completed or ongoing operations. Maintenance efforts were often carried out without proper knowledge of the network's condition.Slow progress on modernization projects
Modernization projects have experienced notable delays, with less than half of the planned operations completed after eight years. Nearly one fifth of these projects remain unlaunched, and only 32% of the total investment envelope for the multi-year program has been used, with major projects facing long delays.Personnel and administrative challenges
The CRC pointed out that personnel management is slow and inefficient, with the administrative structure still burdened by complexities inherited from the region's previous departments. A lack of local supervisory staff and engineers further hinders the effectiveness of infrastructure projects.Hope for future improvements
Despite these challenges, the CRC suggested that the period 2026-2030 could bring a more favorable outlook, particularly with the implementation of the new multi-year investment program (PPI), which may offer better planning and execution for road infrastructure in Corsica.
