A Dominican national was injured by a gunshot fired by immigration enforcement agents in New York on Thursday, October 8. The incident took place in the afternoon in the Marble Hill neighborhood, near Manhattan, during an operation by agents from U.S. Immigration and Customs Enforcement (ICE). The man was in his car with a five-year-old child in the back seat. A spokesperson for the Department of Homeland Security (DHS) described the man as an "irregular Dominican national with multiple convictions." The spokesperson said an ICE agent fired their weapon during the operation, injuring the man. The agents provided immediate assistance, and the man was transported to a local hospital, though the reason for the shot was not specified. Later that evening, New York City Mayor Zohran Mamdani called the incident "shocking" during a press conference held at the scene. He said ICE agents surrounded the man’s vehicle before opening fire, and that they were wearing construction vests and masks that obscured their faces. "There was nothing reasonable that would allow them to be identified as police officers," he said. The mayor noted that the incident occurred shortly after school dismissal, when the street was crowded with families and children. He added that the five-year-old child was unharmed. According to the DHS, the individual targeted was linked to the Trinitarios gang, the same group that shot a border patrol agent last year. The department stated that the man had been arrested by New York police on December 7, 2023, but was released a few days later due to policies supported by Democrats, which they called "irresponsible sanctuary policies." New York City, a Democratic stronghold, has a tense relationship with ICE, often limiting its cooperation with the agency. Despite this, ICE activity has increased significantly in the city since Donald Trump returned to the White House in January 2025. In the evening, hundreds of people gathered at the location to protest the shooting, according to AFP. They listened to speeches and then moved to the hospital where the victim was being treated. Tensions rose when some protesters tried to block cars from leaving the hospital, prompting law enforcement to set up barriers and move the protesters away from the entrance. During his press conference, Mayor Mamdani said he had tried to negotiate with President Donald Trump and Interior Minister Markwayne Mullin to secure the man’s release, but the talks failed. He stated that ICE had taken the man away in a marked vehicle and vowed that New York would not stand by while ICE agents shoot at residents. He also reiterated the city’s long-held demand that ICE be abolished. New York State Governor Kathy Hochul said she expected federal authorities to conduct a full and transparent investigation into the shooting. ICE agents, tasked with implementing Donald Trump’s mass deportation campaign, have faced criticism nationwide, especially after the shooting of two American citizens in Minneapolis this year. A city audit published in May found that 5,567 people were arrested by ICE in New York and surrounding areas between January 20, 2025, and March 10, 2026.
