France is experiencing a record number of new business creations, even as the country faces an economic environment with a high number of business failures. In 2025, 1,165,795 companies were created, marking a 5% increase from the previous year. This was already a record and represented the fifth consecutive year in which more than one million new businesses were formed. In the first half of 2026, 643,034 new companies were created, reflecting an 11.7% increase compared to the same period in the previous year. If this trend continues, France could surpass 1.2 million business creations in 2026. Despite the record number of new businesses, the number of business failures has crossed an unprecedented threshold of 70,000. However, the growth in new businesses highlights a dynamic entrepreneurial landscape in France. Business creation is no longer limited to a specific group of entrepreneurs. Micro-enterprises continue to drive the trend, but the number of new businesses is increasing across all regions, including both major metropolitan areas and smaller towns. Certain sectors, particularly information and communication, are experiencing particularly strong growth. Entrepreneurship today encompasses a wide range of activities, from testing an idea to supplementing an income or building a company intended for growth. This democratization of entrepreneurship has led to a growing market that supports new business creators. However, the abundance of options has made it difficult for entrepreneurs to discern the best choices. The digital revolution has simplified many aspects of business creation, with legaltech, professional banks, online accountants, and management software offering streamlined solutions. However, the complexity has shifted from administrative procedures to understanding the various service offerings, their scope, and their costs. Offers that promise to "create your business for 0 €" highlight this challenge, as the costs are often hidden or conditional on additional paid services. The average legal fees for creating a company are around 218 €, even when service fees are displayed at zero. Additional costs can vary significantly depending on the chosen solution, with the total cost for the same business structure ranging from about 193 to 460 €. While these models provide value by supporting entrepreneurs, the real issue is ensuring that entrepreneurs can clearly understand what they are purchasing. Simplifying business creation has traditionally focused on streamlining procedures, but with over a million French people creating businesses each year, the focus must now shift to readability. This includes the readability of business structures, costs, and the services offered around business creation. The lowest price is not always the best choice, as the needs of entrepreneurs vary widely. As the number of new businesses continues to rise, the responsibility of those supporting entrepreneurs also grows. France has made entrepreneurship highly accessible, but the ecosystem around it must become just as readable to ensure that those starting out can make informed decisions from the very beginning.
