France scraps a 17% tax on dormant assets held by the CDC, worth €8.1 billion, to avoid raising taxes further, but the measure may return in the 2027 budget bill.
Amendments remove 17% tax on dormant funds
Essential amendments have removed the exceptional 17% levy on dormant assets held by the Caisse des Dépôts et Consignations (CDC). These assets, evaluated at 8.1 billion euros, are expected to generate approximately 1.4 billion euros for the state budget.Dormant assets and their legal status
These are funds from accounts, savings books, life insurance policies, among others, forgotten by their holders or, when the latter are deceased, by their rightful heirs. According to the CDC's annual report, these dormant assets amounted to nearly 8.1 billion euros at the end of 2025.Government's justification for the levy
The government guarantees full reimbursement to the rightful heirs, presenting the levy as an anticipation of sums that would otherwise belong to the state after 30 years without a claim. The state has recovered 640.7 million euros since 2017 under this principle, including 89 million for 2025 alone.Criticism of the proposed tax increase
" The government claims to want to avoid a general increase in taxes, but its proposal would raise the rate of mandatory levies to 44.2% of GDP, its highest level. The correction effort should focus on spending, not on taxes," states an amendment by deputy François Jolivet of Horizons, which was adopted.Opposition to the levy
" The country's budgetary situation, although indeed disastrous, does not justify this type of additional levy," adds another amendment from the National Rally, also adopted. The government had attempted to reassure that the measure does not affect the rights of the holders and their rightful heirs.Uncertainty over the levy's future
Despite the adoption of these amendments removing this measure proposed by the government, it could be reinstated during the examination process of the 2027 budget bill. If the finance bill is adopted through a 49.3 majority, as last year, the government will decide which amendments are retained in the final version.Resources for finding forgotten money
