Adaptation plan submitted to PM’s office

Monique Barbut, France’s minister for the ecological transition, submitted an adaptation acceleration project to the Prime Minister’s office in late September. The initiative was requested earlier this summer by Sébastien Lecornu, the minister of ecology.

Plan details to follow later

Barbut explained during a National Assembly hearing that the full details of the plan would be released in a second phase. Some of the actions it aims to fund are still under discussion between government ministries.

Five-year investment plan proposed

The minister outlined a proposed five-year investment plan designed to mobilize 10 billion euros annually. This funding would support efforts to improve the resilience of French territories, secure transport and utility networks, and enhance comfort for citizens.

Funding sources for the plan

Barbut mentioned several potential funding sources, including the state budget, budgets of government agencies like Ademe, and about half of the funding could come from new resources managed by the Caisse des dépôts. These might include existing funds or expanded savings account limits, such as the Livret A.

Climate investment needs outlined

The government released a document titled Spafte detailing the investment needs required to meet France’s climate goals. It estimates that annual investments for economic decarbonization must double by 2030, reaching 102 billion euros in 2024.

Environmental spending in 2027 budget

The finance ministry also published the "green budget," which categorizes government spending as favorable, unfavorable, or mixed for the environment. The 2027 finance bill maintains environmental spending at 48.9 billion euros, matching the initial 2026 budget and exceeding the 2025 spending by three billion euros.
