The Paris administrative court will review a legal challenge against an expulsion order issued on March 14, 2025, targeting Boualem Naman, a 60-year-old Algerian man known on TikTok as "Doualemn." The court will hear the case at 14:15. A public rapporteur, an independent magistrate who advises judges in administrative cases, has recommended that the challenged expulsion orders be canceled and that Naman’s residence permit be restored. This recommendation is based on the claim that the former minister, Bruno Retailleau, was not legally authorized to issue the expulsion order. Naman, a cleaning worker, was reported by the mayor of Montpellier and the prefect of Hérault for a live video in which he called for "giving a severe correction" to an Algerian regime opponent. In March 2025, he was found guilty of "incitement without effect to commit a crime or offense" and received a suspended five-month sentence. This sentence was upheld on appeal in July 2025. Naman has claimed to be a "collateral victim" of tensions between France and Algeria, denying that he is an influencer and rejecting accusations of inciting violence. After being expelled to Algeria, which refused to accept him and sent him back to France, Naman was placed in an administrative detention center in March 2025. He was released after three months due to the lack of an agreement with the Algerian government. Since then, he has been under house arrest in Montpellier. His lawyer, Me Vanessa Edberg, is challenging this house arrest. Without a valid residence permit, Naman cannot work. According to his lawyer, the case has had a severe psychological impact on him, leading to a suicide attempt and hospitalization in a psychiatric facility. The March 14, 2025, expulsion order was the fourth attempt to remove Naman from France. Earlier in 2025, the Interior Ministry issued an initial expulsion order, which was later canceled by the Paris Administrative Court. Two subsequent orders to leave French territory (OQTF) were also annulled by the court in Melun. The outcome of the Paris Administrative Court’s deliberation on the latest order is expected in a few days. If the court follows the public rapporteur’s recommendation, it would be a significant setback for Bruno Retailleau, who had used Naman’s expulsion as a symbol of his stance against Algeria. His team, contacted by BFMTV, declined to comment before the judicial decision.
