New tax on small packages from Chinese platforms

A new 2 euro tax will be applied to small packages purchased from non-European merchants on platforms like Shein, Temu, and AliExpress, provided the purchase total is 150 euros or less. This tax, set to begin on November 1, is an additional cost on top of existing customs duties already in place in Europe since July 1.

Customs duties and processing fees

Europe has already been applying a 3 euro customs duty on small packages since July 1. The new 2 euro processing fee is calculated based on the number of different product categories in each package, with each category contributing 2 euros to the total cost. For example, a package containing items from three different categories would incur a 6 euro fee.

France’s early implementation

France had been a pioneer in implementing customs duty taxes for small packages as early as March 1, 2026. This early action may have contributed to the observed changes in consumer behavior and platform traffic in recent months.

Decreased traffic on Chinese platforms

According to recent data, Chinese e-commerce platforms have experienced a significant drop in traffic. In July, Shein saw a 42% decline in visits, Temu had a 36% decrease, and AliExpress reported a 10% drop in traffic. These declines suggest that the new taxes and duties are beginning to impact consumer behavior.

Impact on sales and package volumes

Sales from these platforms have also seen a decline, with a 25% drop in value in September. Additionally, the number of small packages arriving in Europe has decreased by 48% between June and August, as indicated by reported VAT amounts. These statistics highlight the growing effect of the new tax policies on international e-commerce.
