Mobile money growth in Togo

Mobile money continues to play an important role in financial transactions in Togo. According to the Financial Inclusion Dashboard in the UEMOA published by the West African Economic and Monetary Union Central Bank (BCEAO), the value of transactions reached 4435.3 billion CFA francs in 2025, representing an increase of approximately 7.9% compared to 2024.

Transaction volume and regional share

For the entire year, electronic money services recorded 409.7 million transactions in the country. Togo thus represents 2.5% of the number of transactions carried out within the Union and 2.02% of their value. These amounts correspond to cumulative flows, where the same amount can be successively deposited, transferred, and withdrawn, with each operation being counted.

UEMOA-wide transaction trends

In the UEMOA, the value of transactions increased by 39.7%, to 219,151 billion CFA francs, while their number reached 16.37 billion. Cote d'Ivoire, Senegal, and Burkina Faso together account for nearly 80% of the value exchanged within the Union. More than half of the accounts are active.

Togo’s active electronic wallet usage

Togo stands out more for the use of its electronic wallets. Of the 10.45 million accounts recorded in 2025, nearly 5.69 million are considered active. The activity rate thus reaches 54.48%, compared to a regional average of 32.56%. This is the second level in the UEMOA, behind Guinea-Bissau, where this indicator stands at 60.67%, and ahead of Burkina Faso, at 50.36%.

Defining active accounts

According to the BCEAO, an active account is a wallet that has recorded at least one transaction in the last 90 days. This measure allows distinguishing accounts recently used from those simply opened. It does not, however, correspond to the number of people using these services, as one customer can hold multiple wallets. Togo accounts for 6.14% of the active accounts in the Union, for 3.67% of the opened accounts.

Person-to-person transfers

Person-to-person transfers occupy an important place in the uses. The report attributes a value of 1,258.8 billion CFA francs to this category, for 73.4 million operations. In detail for this category, transfers between individual bank accounts and electronic wallets represent 207.1 billion CFA francs, distributed over 2.32 million transactions.

Reloads and withdrawals

The operations of wallet funding and cash withdrawal remain also significant. The reloads totaled 1,332.6 billion CFA francs, for 98.1 million operations. The withdrawals, on the other hand, reached 1,292.3 billion CFA francs, through 81.6 million transactions. These two categories together represent nearly 59.2% of the total value of electronic money operations recorded in Togo in 2025.

Role of the mobile money network

The network thus continues to play an important role as a link between cash and electronic balances.
