Local authority warns of financial strain

Communiqué CTM La Martinique stated that it cannot absorb the budgetary choices of the State, citing the 2027 finance bill as confirming a worrying trend of making local authorities a primary lever for correcting public accounts.

Financial burden exceeds capacity

The effort required would reach nearly 7 billion euros, with 1.868 billion euros allocated for the Departments alone, or nearly a quarter of their gross savings. These figures reflect that as responsibilities entrusted to local authorities increase, their maneuvering space decreases.

Martinique’s unique challenges

For Martinique, this equation is particularly heavy, as the Territorial Collectivity exercises both the competencies of a Region and a Department, making it directly exposed to a decrease in investment capacity, pressure on social spending, reduction of resources allocated to training, agriculture, and solidarity policies.

Existing financial pressures

At the same time, the CTM already bears an annual burden of more than 70 million euros for solidarity expenses, after having suffered more than 40 million euros in revenue losses between 2022 and 2025 and nearly 20 million euros in additional personnel costs linked to national decisions.

Growing imbalance

There is an imbalance that can no longer be ignored. One cannot ask local authorities to invest, protect, support, and assist communes, young people, the elderly, businesses, and public services while continuously tightening the financial grip.

Fairness of financial demands

The question raised is not that of the participation of local authorities in the national effort. Martinique will take its share, as it always has. The real question is that of the fairness of the effort required.

Potential impact on local budgets

Departements de France estimates that the average savings rate of the Departments could drop from 9.2% to 7.6%, with 34 Departments below the 7% alert threshold after implementation of the PLF. This signal must be heard.

Call for recognition of local realities

Martinique does not claim any special treatment. It simply asks that its realities, constraints, and particular responsibilities be recognized. National solidarity cannot consist of asking for more and more from those to whom progressively fewer means are given to act.
