France's 2030 investment plan faces tracking challenges due to outdated systems and lack of centralized tools, according to the Court of Auditors.
France 2030 tracking system criticized
The Court of Auditors has identified ongoing issues with tracking progress within the France 2030 investment plan, highlighting similar problems to those found in previous programs like the Future Investment Programs (PIA). These issues are partly attributed to the information systems used to monitor the plan’s implementation.France 2030’s halfway mark
At the halfway point of its implementation, France 2030 has not fully met the expectations of the Court of Auditors. The court has previously pointed out weaknesses in the tracking and evaluation of the PIA and notes that these shortcomings have not been fully corrected in the new plan. Although 51 million euros has been allocated to improve tracking, the tools developed have not kept pace with the plan’s scale.Delayed system development
The definition and harmonization of needs for France 2030 only began in 2025, and the necessary information system developments remain incomplete. Currently, tracking is mainly done by ministerial operational steering committees, using data provided by France 2030 operators on an ad hoc basis or through less detailed regular reports.Tracking system limitations
The weaknesses in the information system hinder the ability to effectively manage financial returns. The current systems do not allow for detailed tracking, only providing an aggregated view. They also fail to reliably distinguish the nature of the financial flows recorded, which limits the accuracy of financial oversight.Limited resources for IT
The Secretariat General for Investment (SGPI) has not established a dedicated Directorate of Information Systems (DSI). The staff working on this function are limited to two employees from different departments, and no specific budget has been allocated. The centralized information system with France 2030 operators became fully operational only in March 2025, building on the previous PIA system.Inefficient data handling
The current system is not directly fed by the operators, who instead deposit monthly data extracts on an intermediate platform. This results in time-consuming and resource-intensive processing. The system also lacks coverage for certain aspects of France 2030, such as data on projects run by secondary operators and some startup grants from Bpifrance.Recommendations for improvement
The Court of Auditors notes that while the SGPI intends to launch new information system projects, it lacks a coherent and prioritized work plan that mobilizes the necessary resources. The court recommends that improvements to the information system be accompanied by a review of evaluation needs and the normalization of collected data, emphasizing the importance of involving researchers in the process.
