General Secretary Tô Lâm, the head of the Communist Party of Vietnam and President of the Socialist Republic of Vietnam, visited France in September 2026 at the invitation of French President Emmanuel Macron. During the visit, Tô Lâm attended the International Space Summit in Paris, marking the third meeting between the two leaders in less than two years. This reflects the growing cooperation between France and Vietnam, which have established a Global Strategic Partnership since Tô Lâm's visit to Paris in October 2024. The talks highlighted shared goals in areas such as sovereignty, sustainable development, and supporting multilateralism. Both countries emphasized the importance of open trade, international law, and rejecting the use of force in resolving disputes. France and Vietnam expressed a shared desire to work with partners in the European Union and ASEAN, as well as other countries in Europe and Asia, to uphold open trade and a rules-based international system. They called for stronger societal resilience by promoting both independence and international cooperation. This includes implementing a new bilateral action plan for 2026-2028, aimed at strengthening their strategic partnership. The two countries also stressed the importance of the United Nations in global governance, supporting reforms to its institutions and the UN Secretary-General's 80 initiative. Vietnam supports a French-Mexican proposal to regulate the use of the veto in the UN Security Council during mass atrocities. France and Vietnam pledged to enhance cooperation in regional frameworks, including ASEAN and the European Union. France welcomed Vietnam's recent establishment of a global strategic partnership with the EU, while Vietnam supported France's efforts to deepen ties with ASEAN and its aspirations to become an ASEAN sectoral dialogue partner. Both countries also supported closer ties between the EU and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), of which Vietnam is the chair in 2026. In addition, they expressed interest in strengthening cooperation within the International Organization of the Francophone, given their shared connection to the French language and the upcoming 20th Francophone Summit in Phnom Penh. The two leaders emphasized the need for peace, security, and stability in the South China Sea, affirming their support for the 1982 United Nations Convention on the Law of the Sea (UNCLOS). They called for peaceful dispute resolution, opposing any use of force and stressing the importance of freedom of navigation. They also called for an end to hostilities in Ukraine, urging all parties to seek a comprehensive and just peace in line with international law. They expressed concern over the Middle East and North Africa, calling for de-escalation and a diplomatic solution to conflicts, especially in the Gaza Strip, Jerusalem, and the West Bank. They reaffirmed their support for the two-state solution as the only viable path to lasting peace in the region.
