France sets new pension limit

France has set a new maximum monthly pension of 2,037 euros for retirees in the private sector by 2027. This follows an increase in the annual Social Security ceiling, known as the PASS, to 48,900 euros, as published in the Official Bulletin of the Social Security on October 16.

PASS increase details

The new PASS represents a 1.74% increase compared to 2026, following increases of 1.6% in 2025 and 2% in 2026. This adjustment affects the calculation of basic pensions for many retirees, as it sets the maximum pension amount based on a percentage of the PASS.

Private sector retirees affected

The new ceiling applies to pensions paid by the Retirement and Health Insurance Fund for Employees (Carsat) and the National Pension Insurance Fund (Cnav). These organizations must ensure that basic pensions do not exceed 50% of the PASS, resulting in a monthly limit of 2,037.50 euros for private sector retirees, up from 2,002.50 euros in 2026.

Exemptions and additional income

The ceiling does not apply to retirees from the Territorial Public Service Pension Fund (CNRACL) or the State Pension Service (SRE). Private sector retirees may still receive additional income through complementary pensions from Agirc-Arrco, which are not capped and average 552 euros gross per month.

Special provisions for retirees

Future retirees affiliated with the Carsat or Cnav can exceed the 50% of the PASS ceiling through specific provisions. For example, a 10% increase in the pension amount is granted if the retiree has raised at least three children, allowing for additional income beyond the standard limit.
