Plaine Commune announces new social housing initiatives, including rent freezes and climate-friendly upgrades, to address housing challenges in Seine-Saint-Denis.
Social housing conference held in Seine-Saint-Denis
During the first Territorial Inter-Landlord Conference of Plaine Commune in Seine-Saint-Denis on Tuesday, October 27, several announcements regarding social housing were made. The event brought together social landlords, local elected officials, and state services under the initiative of the territorial public establishment, with the objective of "strengthening coordination with landlords and sharing a common roadmap for the years to come." The meeting is intended to become annual.Revisions to the Local Housing Program
Three initial announcements were made. The first concerns the revision of the Local Housing Program (PLH), aiming to increase the share of social rental housing in future real estate projects. Plaine Commune seeks to prioritize housing financed through PLUS and PLAI, which are intended to meet the needs of households with modest and very modest incomes.Rent freezes and access improvements
Another announcement stated that three social landlords have committed to freezing their rents in 2027, with the aim of extending this measure to other organizations in the territory. Additionally, the Intercommunal Allocation Convention will be revised to "ensure a more transparent, fairer, and better adapted access to social housing for the territory's needs."Focus on cost control and tenant support
Several objectives were defined for social housing, including the continuation of work in favor of cost control and a better use of devices related to the reduction of the property tax on built properties, to the benefit of residents. Social landlords and the local authority also wish to strengthen their cooperation on several subjects: parking management, the fight against housing vacancies, tenant mobility, and a better consideration of issues related to disability and mental health.Climate adaptation and eviction prevention
The adaptation of housing and the improvement of thermal comfort are also part of the objectives set. "Buildings must now be able to take into account the climate emergency," noted Bally Bagayoko, mayor of Saint-Denis and president of Plaine Commune. The prevention of rental evictions is another work axis. Bagayoko wants to set up a moratorium on evictions, stating, "Some people in difficult situations are almost evicted to the street. This is why we indicated that there should be a moratorium on evictions and work in the areas of prevention."Working groups to advance projects
To concretize these various commitments, thematic working groups will be set up between social landlords and the local authority. These groups should allow the continuation of the exchanges initiated during this first conference and advance the various identified projects.
