If you are a tenant in France, you may be eligible for monthly housing assistance through the Family Allowances Funds (CAF). This assistance comes in three forms: the Personalized Housing Allowance (APL), the Family Housing Allowance (ALF), and the Social Housing Allowance (ALS). The APL is the most commonly paid, and if you don't qualify for it, you might still be eligible for the ALF or ALS. However, these three forms of assistance cannot be combined. To qualify for any of these housing aids, the rental property must meet certain criteria. It must be decent, equipped with basic comforts such as toilets and windows, and meet health and safety standards. The minimum living space required is 9 square meters per person, with an increase for additional occupants. The property must also be occupied for at least 8 months of the year by the tenant or their spouse. It is not possible to receive housing assistance if the landlord is a family member. Eligibility also depends on income level and geographic location. The exact amount of assistance varies depending on several factors, including where you live, the size of your household, the type of rental property, and your income. A simulator is available online to help individuals understand their potential rights. For example, in Zone 1, a single person can receive up to 329.71 euros per month, while a couple may receive up to 397.62 euros. These amounts decrease in other zones and for households with more dependents. Eligibility for the APL is based on several factors, such as family situation, number of dependents, income, and the value of the property. For instance, a single person in Zone 1 must have an income of no more than 15,800 euros, while a couple must earn no more than 19,000 euros. These income thresholds vary depending on the zone and the number of dependents in the household. If the APL application is complete, it typically takes an average of 36.5 days to process. You can track the status of your application online through your CAF account. Once approved, the APL is paid starting from the first day of the month following your application, with subsequent payments made on the 5th of each month. Every year, the amounts for the APL, ALF, and ALS are adjusted based on inflation and the reference index for rents, which usually takes effect on October 1st. Any changes in the household, such as a new family member or a job loss, must be reported to the CAF to update your assistance amount. These changes can be reported online or in person using the net social amount from your payslip. It is possible to combine housing assistance with an activity bonus, another aid provided by the CAF. However, the APL amount must be declared to qualify for the activity bonus. The APL itself is not counted when calculating the activity bonus, which is also paid by the CAF.
