Frankie Cooper is depicted as a drug lord who sees the Harrigan crime family as outdated and irrelevant. Unlike traditional mobsters, Frankie is more subdued and menacing, with a disarming sense of humor that makes him seem more like the chaotic Joker from The Dark Knight than the fiery Tony Montana from Scarface. Flynn emphasized that Frankie’s unpredictability and self-assurance make him a serious threat to the operations of Conrad and Maeve, the main characters in the series. Lara Pulver, who plays Bella Harrigan, praised Frankie’s complexity, calling him an extraordinary character due to his unpredictability and intelligence. She mentioned that Bella might be able to "reason" with Frankie, and their dynamic evolves as the series progresses, adding depth to their relationship.
