OpenAI, a leading artificial intelligence research company, has introduced a new cybersecurity initiative called "Daybreak for Frontline Defenders." The program aims to support security teams that lack the resources to afford advanced AI tools by offering $1 billion in credits. This initiative includes training, partnerships, and a pilot project focused on the water sector through the Multi-State Information Sharing and Analysis Center (MS-ISCA), which helps local, tribal, and territorial organizations defend against cyber threats.
Daybreak provides cybersecurity professionals with vetted AI tools and models designed to detect and respond to threats more efficiently. Launched in May of this year, the program has since been expanded into two tiers. The Blue tier offers a general-purpose AI model with custom security features, while the Red tier provides a more specialized cybersecurity model with minimal safeguards, allowing for more flexible use in high-risk scenarios.
OpenAI reports that "thousands of defenders across 2,000 approved organizations and workspaces" are already using Daybreak. These users include cybersecurity firms, defense agencies, and law enforcement, indicating a broad range of interest in the program. In addition to providing access to AI models, the initiative offers enhanced support, including training and new partnerships to help defenders use the technology effectively.
The pilot with MS-ISAC will provide a group of public sector and water system defenders with guided training and hands-on assistance. This will help them validate cybersecurity findings, prioritize risks, coordinate responses, and create a repeatable process that can be expanded in the future. OpenAI plans to focus the initiative initially on the United States, with the $1 billion in subsidies to be used over the next six months. Priority will be given to essential service providers such as water and electric grid operators, followed by state and local governments, banks, nonprofits, and other organizations with limited security resources.
