A California woman, known only as Judy, claims she was a surrogate for Xu Bo, a reclusive Chinese billionaire who allegedly has fathered hundreds of children through surrogacy. Judy says she came across an ad on Instagram offering $120,000 for surrogacy services and signed a contract with Patriot Conceptions, a California-based agency that facilitates surrogacy and egg donation. Initially, she believed she was carrying a child for a "single father who wanted to grow his family," as the agency described. Later, Judy learned she was carrying a child for Xu Bo, a billionaire known for his involvement in the online gaming industry. She claims she was told there were around two dozen other women carrying babies for him. Despite learning the identity of the intended father, Judy decided to continue the surrogacy, partly due to financial need and encouragement from friends and family. Patriot Conceptions has denied any connection to Xu Bo, stating he presented himself as a single father and that the agency has "zero affiliations" with any cases involving the billionaire. The agency emphasized that linking their services to unrelated arrangements was misleading and announced new safeguards for future surrogates. These include a standardized process for disclosing details about intended parents and an independent fund to support legal and psychological support for surrogates. CBS News has been investigating reports of surrogacy abuse in the U.S., where some women enter contracts without knowing they might be carrying children for the same intended parents or for foreign nationals who never set foot in the country. One such case involved Andrea, another surrogate who was required to hand over a baby to a different couple than the one she had originally agreed with. While there is no official count of surrogacy births in the U.S., estimates suggest around 10,000 occur annually. Xu Bo, 48, is reported to have fathered over 100 U.S.-born children through surrogacy. He is the founder of the online gaming company Duoyi and has referred to himself as "China’s first father." According to the Wall Street Journal, Xu Bo has expressed a desire to produce "50 high-quality sons" to ensure his business remains in the family, and he has openly discussed his goal of fathering over 100 children through surrogacy on social media.
