A new healthcare payment system, known as the "forfait médecin traitant" (FMT), will be in place by 2026. This system replaces two existing models: the "forfait patientèle médecin traitant" and the Rosp. The FMT introduces a base allowance that rewards doctors for coordinating patient care effectively. It also includes a "prevention" bonus of 5 euros per patient and per indicator, which is paid the following year. This bonus is tied to 15 long-term indicators, including vaccinations, cancer screenings, and regular health check-ups, aiming to encourage preventive care. To assist doctors in managing these indicators, the Social Security Fund has introduced a digital tool called "Suivi prévention" within the amelipro platform. This tool is accessible through the "Activities" and "Patientèle prevention" sections. It provides monthly updated data, allowing physicians to track, for each indicator, which patients are up to date and which require action. The system was first launched in April with three indicators: diabetes screening, chronic kidney disease screening, and biological follow-up for diabetes. Since September 21, it has been expanded to include three cancer screenings: breast, colorectal, and cervical cancer. Technical guides are available for each indicator to help doctors understand and use the system effectively. By the end of this year, four vaccination indicators will be added to the system: flu, Covid, pneumococcal, and HPV. These additions aim to ensure that doctors can monitor and encourage vaccination coverage among their patients. The Social Security Fund is also planning new features for 2027, such as a "patient entry" function. For example, in the case of diabetes screening, doctors will be able to identify eligible patients who have completed their screenings or those who need them, based on the most recent fasting blood sugar levels recorded in reimbursement data. This feature is expected to improve the accuracy and efficiency of patient care management.
