Senator Saïd Omar Oili pointed out during the public inquiry into the future Bouyouni airport that an agricultural study, which was supposed to assess the impact of the project on farmland and local farmers, was missing. The inquiry took place between June 8 and July 24. The airport project, managed by the Direction générale de l’Aviation civile (DGAC), involves building a runway on about 300 hectares of land between Bouyouni and M’Tsangamouji, which could affect approximately 100 farmers.
Omar Oili raised concerns that the agricultural study had not been available when the local population, known as the Mahorais, were asked to provide their views on the project. In a letter dated August 24, the prefect of Mayotte, Frédéric Poisot, confirmed that the study had not yet been submitted to the Departmental Commission for the Protection of Natural, Agricultural, and Forest Areas (CDPENAF), a body responsible for reviewing such environmental and land use impacts.
The senator also expressed concern over the lack of a public report detailing financial compensation for those affected by the project. He warned that this absence could lead to legal challenges, drawing a comparison to the Ironi Bé desalination plant case, where the administrative court paused the project due to procedural errors. The General Inspection of the Environment and Sustainable Development (IGEDD) had previously cautioned against accelerating regulatory processes, noting that using civil emergency procedures does not significantly reduce time on large-scale projects.
On September 28, Omar Oili wrote to Jean-Michel Laso, president of the administrative courts of Reunion and Mayotte, asking whether the missing agricultural study could affect the legality of the project approval process. He stressed the importance of transparency and following proper procedures to prevent future legal conflicts.
