The **Hauts-de-France Region** voted in a plenary session on October 5, 2026, to approve emergency measures aimed at supporting farmers affected by severe heatwaves and droughts that occurred during the summer. These actions are designed to complement a national drought plan known as Casi, which was introduced by the French government. The Region has approved three specific measures, all funded by a total budget of 2 million euros, with 1 million euros available immediately to assist farmers in need. The first measure focuses on financial support for farms struggling with liquidity. To help farms that have experienced financial losses, the Region plans to cover half the cost of short-term loans when a farm's self-financing capacity is negative. It will also cover half the cost of suspending loan payments. The financial aid available to each farm ranges from 5,000 to 7,000 euros, and the program will remain open until the end of April 2027. The second measure is aimed at maintaining agricultural production capabilities. Marie-Sophie Lesne, the Region's vice-president in charge of agriculture, explained that the Region will cover 30 percent of the cost of seeds for farmers. An additional benefit is offered for clover seeds, where the coverage increases to 50 percent of the total cost. This support is intended to ensure that farmers can continue planting and maintaining their crops despite the challenges posed by the summer's extreme weather. The third emergency measure focuses on preparing farms for future heatwaves. To achieve this, the Region will support investments in farm infrastructure, such as ventilation or misting systems, sensors, and thermal regulation systems. These improvements will be covered at 25 percent of the cost, with a range from 5,000 to 30,000 euros per farm. The program is open to all livestock farmers, with an increased coverage of 30 percent for those who have been operating for less than five years. In addition to these immediate measures, the Region aims to create a broader strategy to adapt agriculture to future heatwaves and droughts. This regional charter will be developed in collaboration with agricultural chambers and local government bodies to ensure it reflects the needs and challenges faced by farmers across the area.
