Spa resorts oppose reimbursement transfer

Spa resorts in the Pyrénées-Orientales are concerned about a proposed change that would transfer the reimbursement of spa treatments from the Social Security system to private insurance companies. This reform, part of the 2027 Social Security Financing Bill (PLFSS), could affect five spa towns in the region.

Reform aims to shift funding responsibilities

The reform, announced by Health Minister Stéphanie Rist on October 8, would transfer 200 million euros in expenses related to spa treatments to private insurance companies. However, these companies are not currently required to cover such treatments, raising concerns about access and affordability.

Economic impact on local communities

In the Vallespir region, where three of the five spa towns in the Pyrénées-Orientales are located, the spa industry supports around 1,500 direct and indirect jobs. The presence of spa visitors also benefits local businesses, including hosts, restaurateurs, and merchants, contributing to the economy of small communes.

Local officials and senators mobilize

Senators Lauriane Josende and Jean Sol, representing the Pyrénées-Orientales, are actively opposing the reform. They have joined a broader mobilization effort that includes nearly 60 senators from 42 thermal departments, who signed a motion calling for the abandonment of the transfer of reimbursement.

Concerns over healthcare access and community impact

The motion signed by the senators warns of potential risks to "the equality of access to healthcare" and the future of entire living areas. Lauriane Josende has emphasized the need for consultation and the importance of waiting for the conclusions of the High Authority for Health before reconsidering reimbursement policies.

Region supports spa treatments as essential care

The Occitanie Region, led by President Carole Delga, opposes the reform, highlighting that over 148,000 patients in the region received conventional treatments in 2025. Thermalism also generates over 460 million euros in economic benefits, especially in rural areas where 90% of French spa resorts are located.

Previous mobilization led to policy change

The issue had previously sparked a mobilization in the autumn of 2025, during the examination of the previous Social Security budget. The government at that time abandoned a similar measure, and opponents of the current proposal hope to achieve the same outcome. The Senate will begin examining the 2027 PLFSS on November 9, setting a new deadline for supporters of thermalism.
