In response, the Welsh Rugby Union (WRU) has announced plans to reduce the number of regional teams from four to three. The remaining teams—Cardiff, Dragons, Ospreys, and Scarlets—have signed a new agreement that includes an increased annual budget. The goal is to bring in experienced players and overseas talent to support the development of younger, homegrown players in preparation for the 2026-27 season. Tom Rogers has moved from Scarlets to Ospreys, seeking more caps as a full-back, wearing the number 15 jersey. He believes he is more suited to playing full-back than wing and could offer Ospreys a new kind of threat from deep. This move comes after the departure of Jack Walsh. Ospreys head coach Mark Jones praised Rogers as a "Swiss Army Knife" for his versatility in playing both full-back and wing. Gareth Anscombe has joined Scarlets, bringing 37 international caps and experience from two World Cup campaigns and a Grand Slam. However, his effectiveness on the field will depend on his fitness, as he has struggled with injuries since tearing knee ligaments in 2019. Anscombe will add competition for Wales' playmaker Sam Costelow and help develop young talent like Carwyn Leggatt-Jones. Scott Sio has joined Cardiff from Exeter, aiming to improve the team's performance in set-pieces. A former Australian international with 74 caps, Sio will provide a strong foundation for Cardiff's backs. He recently played in Exeter's Premiership final in June and still hopes to qualify for a third World Cup with Samoa. Meanwhile, Ereatara Enari has joined Dragons from New Zealand, having recently won a Super Rugby title with the Hurricanes.
