During the Arm Everywhere China 2026 event in Shanghai, Arm introduced CSS for Mobile 2, a new computing platform designed for use in smartphones, tablets, and high-end PCs. The platform aims to enable devices to handle complex tasks using artificial intelligence (AI) directly on the device, without relying on cloud-based processing. This approach reduces delays (latency) and costs associated with sending data to and from the cloud. The CSS for Mobile 2 includes two key components: the C2 CPU cluster, which handles general computing tasks, and the Mali G2-Ultra NX GPU, which is specifically designed for graphics and AI acceleration.
The Mali G2-Ultra NX is notable for being the first Mali GPU to integrate neural accelerators directly into its chip. This allows AI tasks to be processed in the same location where graphics are rendered, which is a departure from previous designs that primarily focused on ray tracing—a technique used to enhance lighting and visual realism in graphics. By integrating neural processing, Arm claims that capabilities once exclusive to desktop-grade GPUs can now be achieved on mobile devices while maintaining low power consumption. Earlier this year, Arm demonstrated a similar neural rendering technology in a game called Neural Dawn, developed with the studio Sumo Digital.
The Mali G2-Ultra NX features several AI-driven technologies, including neural upscaling, which enhances image resolution, and neural frame upscaling, which increases the frame rate of games. According to Arm, these advancements are made possible by a new seventh-generation graphics execution engine and a dedicated ray tracing unit. Combined with the neural accelerators, the GPU can achieve up to four times more performance per watt for neural rendering and up to 14 percent better performance in existing games compared to the previous generation. This improvement allows game developers to focus more on game design rather than optimizing graphics for mobile devices. The neural rendering capabilities will be supported by popular game engines like Unreal Engine 5 and Unity, as well as tools from Tencent Games and Unity China.
The CPU component of CSS for Mobile 2, the C2 CPU cluster, includes two versions: the C2-Ultra, optimized for maximum performance, and the C2-Pro, designed for energy efficiency. The C2-Ultra offers up to 15 percent better single-core performance and 12 percent better multitasking performance compared to its predecessor, while using up to 38 percent less power at the same performance level. According to Arm, most AI applications on Android and iOS smartphones currently rely on the CPU, and the SME2 instruction set—which supports AI-specific operations—will continue to expand through apps like Alipay and Google AI Edge Gallery. Unlike previous generations, CSS for Mobile 2 does not include a dedicated neural processing unit (NPU), leaving its inclusion to the discretion of device manufacturers. The platform is optimized for TSMC's 2-nanometer manufacturing process, and mobile chips based on this architecture are expected to be available from Arm's partners starting next year.
