An 18-year-old high school student was arrested in Saint-Étienne, France, one year ago, suspected of planning an attack linked to the incel movement. During the arrest, police found two knives on him, and investigators discovered traces of vocabulary commonly used on the forum Incels.is. This marked the first case connected to the incel movement handled by France’s National Anti-Terrorist Prosecutor’s Office. Despite this, the forum remains accessible in France without any legal restrictions or blocking measures. Incels.is is considered the most radical forum within the incel movement, which is a loosely defined online subculture that often promotes misogynistic and extremist views. The forum, which was initially launched in 2017 under the name incels.me, changed its name to Incels.is in October 2018. According to Océane Corbin, a doctoral student at UQAM who studied the forum’s archives, it has around 30,000 active users and over 17 million messages. The ideology of the forum includes the concept of the "blackpill," which refers to the belief that a man's romantic prospects are determined solely by his physical appearance, with no chance for improvement. Another term used on the forum is LDAR, an acronym for "Lay Down And Rot," which represents a philosophy of total resignation to one's perceived social and romantic fate. The forum's content is highly offensive, with users frequently using crude language and pseudo-scientific justifications to express misogynistic, racist, and homophobic views. According to the Center for Countering Digital Hate, which analyzed over a million messages from the forum between January 2021 and July 2022, 21 percent of the messages contained explicit hate speech. In threads discussing rape, 89 percent of the posts expressed support for such acts. Additionally, 28 percent of users mentioned pedophilia, with over half of those expressing support for it. The forum also experiences an average of one mention of rape every 29 minutes, and researchers have identified 45 forum users who have committed suicide. Despite these alarming findings, the forum has not been blocked or taken down by authorities. In 2022, the Center for Countering Digital Hate and various advocacy groups, including GLAAD and Ultraviolet, wrote directly to Matthew Prince, the CEO of Cloudflare, requesting that the company stop hosting the forum. Cloudflare had previously removed other forums, such as 8chan in 2019 after the El Paso shooting and Kiwi Farms in 2022, due to their links to violent content and suicides. However, Cloudflare has continued to host Incels.is without intervention, and no legal action has been taken against the forum in France.
