Togo and Russia sign new agreements

Togo and Russia signed two new cooperation agreements and a memorandum of understanding on Wednesday, October 28, during the Russia-Africa Economic and Humanitarian Forum and the third Russia-Africa Summit. The agreements were signed in the presence of Togo’s president, Faure Essozimna Gnassingbé.

Agreements cover multiple sectors

The first agreement, signed with the Russian non-profit Eurasia, focuses on humanitarian action, education, scientific research, culture, and social development. It also includes provisions for financing health sector projects and infrastructure. In agriculture, both countries plan to create training centers to improve skills and food security.

Cultural and educational ties strengthened

The second agreement, with Rossotroudnitchestvo, aims to enhance cultural, educational, scientific, and humanitarian exchanges. It includes scholarships for Togolese students to study in Russian universities. A memorandum of understanding was also signed between Togo’s National Commission on Human Rights and Russia’s Human Rights Mediator to boost cooperation on rights and freedoms.

Priorities identified in earlier talks

These agreements follow the first session of the Togo-Russia Intergovernmental Mixed Commission in September 2026. The talks identified key areas for deeper economic ties, including trade, investments, agriculture, energy, and transport. Both countries aim to make their economic relations more concrete and focused.

Trade volume remains unbalanced

According to the Observatory of Economic Complexity, trade between Togo and Russia reached about 103.7 million dollars in 2024. However, most of this trade consists of Togolese imports from Russia, indicating an imbalance in the exchange.
