Mandatory gear for PMV users in Essonne

In Essonne, France, users of personal motorized vehicles (PMVs) such as electric scooters, unicycles, hoverboards, and gyropods must now wear a helmet and a reflective vest at all times. The requirement applies both day and night, on roads and bike lanes, aiming to increase visibility and safety for these riders.

Reason for the new rule

The Department of Essonne introduced this rule due to the high vulnerability of PMV users. These vehicles lack bodywork and are often hard to see, increasing the risk of collisions and falls. The new regulation seeks to reduce these dangers by enforcing protective gear.

Fines for non-compliance

Residents of Essonne who fail to follow the new rule face financial consequences. A fine of 135 euros is imposed for not wearing a helmet, and 35 euros for not wearing a reflective vest. These penalties aim to encourage adherence to the safety measures.

Rising accident statistics

Between 2021 and 2025, 167 bodily injuries involving PMVs were recorded in Essonne. Nationally, the 2025 road safety report highlights a concerning trend: 79 deaths among PMV users, 34 more than in 2024, and approximately 1,100 serious injuries from scooter-related accidents, a 33% increase from the previous year.

Regional implementation timeline

Essonne is the last department in the Île-de-France region to require helmets and reflective clothing for PMV users. Other departments, including Seine-et-Marne and Yvelines, implemented the rule in September, while Paris and surrounding areas introduced it at the start of August.
