New safety rules for electric scooters in Essonne

Since October 5, users of electric scooters and similar motorized devices in Essonne must wear a helmet and a high-visibility vest or retro-reflective gear while riding on public roads. This requirement was introduced to address a growing number of accidents involving these vehicles.

Rising accident numbers prompt action

Between 2021 and 2025, 167 people were injured in incidents involving electric personal motorized vehicles (EDPM) in Essonne, including five deaths. Nationally, the number of EDPM-related fatalities increased by 34 in 2025 compared to the previous year, with 79 deaths recorded.

Dangers of shared road use

The prefecture notes that the lack of bodywork on these vehicles, their speed, and low visibility—especially at night—make them particularly risky for users and other road users. This increases the likelihood of collisions and falls.

Mandatory safety equipment details

The new rules require certified helmets to reduce the risk of head injuries and high-visibility vests or retro-reflective equipment to improve visibility. These requirements apply to all public roads and cycle paths, both day and night, and took effect immediately after the decree was published on October 5.

Penalties for non-compliance

Failing to wear a helmet results in a 135 euro fine for a fourth-class offense. Not wearing a high-visibility vest or retro-reflective gear leads to a 35 euro fine for a second-class offense.
