The French government has approved several legislative proposals, including measures related to the repair of damages from violence or degradation in public space and the recovery of damages and interests. The Keeper of the Seals, Minister of Justice, the Minister for Health, Families, Autonomy and People with Disabilities, and the Minister Delegate to the Minister of the Interior presented a draft law aimed at creating an extracontractual liability regime for fault, which would apply to acts of violence, degradation, and destruction committed in the context of illegal gatherings. This mechanism would hold participants responsible for the damage caused by collective actions and establish joint liability between them, obliging them to individually respond for the whole, up to a limit of 10,000 euros, towards the victim, her insurer, or the State. The draft law also facilitates the recovery of the State's claim against those responsible for these acts of violence and degradation when they are brought before the criminal court, by making it possible to accept the State's claim as a party in a hearing on civil interests. The Government intends to guarantee the effectiveness of the right to compensation without undermining the essential guarantees necessary for the preservation of dignified living conditions for families. The Minister for Europe and Foreign Affairs presented a draft law authorizing the approval of the amendment to the convention between the Government of the French Republic and the Government of the Republic of India of 29 September 1992 aimed at avoiding double taxation and preventing tax evasion in the matter of income and wealth taxes. This amendment, signed in New Delhi on 18 February 2026, aims to strengthen existing investments and economic links between France and India by modernizing the applicable legal framework. It incorporates the latest OECD international standards on the fight against tax evasion and fraud. The Minister for Overseas Affairs presented a draft law aiming to give legislative force to the provisions of the decree No. 2026-438 of 3 June 2026 on the adaptation and modernization of the provisions of the general code of territorial collectivities applicable in French Polynesia. The decree reiterates and adapts the majority of the provisions included in the proposal for a law on the adaptation and modernization of the provisions of the general code of territorial collectivities applicable in French Polynesia submitted by the senators. The aim is to respond to the expressed desire of many Polynesian elected officials from the communal block to clarify, adapt, and complete the provisions of the general code of territorial collectivities applicable locally. The decree allows intervention in the field of finances and budget, the mayor's police power, funeral law, and environmental public services. The Minister for Higher Education, Research and Space presented a communication relating to the Space Summit, which took place at the Grand Palais on 9 and 10 September. Announced by the President of the Republic in October 2025 during the presentation of the National Space Strategy and co-chaired with Germany, this unprecedented meeting gathered more than 2,000 participants, nearly a hundred countries and international organizations, about sixty heads of state and government and ministers, as well as a very large number of companies, researchers, scientists, representatives of the defense sector, and students from all continents. With more than 1,000 companies and about fifty announcements for an amount of over 20 billion euros in investments and contracts, the Summit testified to the growing potential of the new space economy, driven both by established major players and sector startups. The Summit allowed to reaffirm the crucial place that multilateralism must occupy to respond to tomorrow's challenges, ensure that space remains a common good and does not become a zone of no law. Several multilateral statements proposed by France were endorsed with the support of nearly forty countries. France will invest an additional 40 million euros through the National Center for Space Studies (CNES) in a new Earth observation program. The Summit was also an opportunity to endorse a new statement for the continuation of the European Earth observation program Copernicus, extended to the support of other non-European user countries and international organizations. The Summit was finally an opportunity to affirm the importance of space as a lever of inspiration, mobilization, and attraction for scientific careers for youth. With more than 200 students present, the Summit gave voice to the new generations who will shape the future of space for the coming decades. The Council of Ministers adopted the following individual measures: On the proposal of the Prime Minister, Mr. Frédéric BAAB, a judicial official, is appointed as a master counselor in extraordinary service at the Court of Auditors.
